Hiking Dc Area

One day I’ll move. What place(s) would meet the following criteria?

(1) At least 250,000 people in the entire metro area (including close suburbs), but less than 3 million.
(2) Not cold for any extended period (occasional snaps and snow are fine, but I don’t want three straight months of freezing temps)
(3) Not rainy all the time (or for weeks at a time)
(4) Commitment to the environment in terms of places to play, hike, etc. (often local and/or national parks)
(5) Close to an ocean
(6) Generally friendly people who don’t mind newcomers

This is all just a pipe dream, but I like to dream. The Maryland suburbs of DC–where I live–aren’t bad at all, but I keep thinking there’s a better place for me.

Any place(s) in the U.S. or elsewhere in the world that would meet all the criteria?

Northern California is wonderful. It does get its share of rain in the winter, but overall the weather is quite nice. The coastal fog keeps you cool at night, even during the really hot months. Southern California is warm most of the time, just stay out of LA because it’s bigger than you want and I think too superficial. We’re close to the ocean and mountains (surfing, skiing, hiking, etc.) and people here tend to be health and environmentally concious. We don’t mind newcomers, though keep in mind the cost of living can be high! Consider Oregon as well- it has a lot of the benifits of Cali but w/o the big price tag.
