thinking of building a road bike myself despite my low budget.

Regardless of your budget, buidling a bike yourself from frame, wheels, and components is more expensive than buying a complete bike. It’s like building a car from parts you’ve bought one by one from the dealer. A bike like you are describing, new, is about $1,000. You should look around all the bike shops in your area to see if they have taken any high end road bikes in trade. That might be a way to fit the ride you want into your budget. I’d rather have a higher end bike that had been checked out by qualified technicians than a lower end brand new one.
